Minister Oliver Dulić Receives “Best European” Award
Minister of Environment, Mining and Spatial Planning Oliver Dulić received "Best European 2010" award in the field of culture of living and improvement of environment. The awarding committee, which consisted of the members of the First European House NGO, said that Minister Dulić has given an exceptional contribution and invested great effort related to the improvement of environment and the culture of living.
"I strongly believe that protection of the environment is the best way to express one's patriotism. There is no better way to show love for your country and its citizens," said Minister Dulić when presented the award "Best European 2010".
The Statement of the awarding committee also points out that Minister Dulić launched "Let's Clean up Serbia" campaign which helped clean up the illegal landfills and dumping sites. The Minister also initiated construction of recycling yards. He succeeded in getting support of 200.000 volunteers and together with them implemented one-day campaign "Big Cleaning of Serbia" on the 5th of July 2010. The Minister commented that the extraordinary turnout of activists stood for their true patriotism and love for our country. The term "new patriotism" soon became the synonym for environmental activism in Serbia. The Minister rolled up his sleeves and immediately got down to work when the citizens informed him of huge pollution of Serbian rivers. This year the minister launched the campaign to clean rivers of Serbia by cleaning the Južna Morava River and he promised to persist in his efforts until the entire territory of Serbia is cleaned up.
"I would like to invite all Serbian citizens to join our environmental campaigns, especially "Let's Clean up Serbia "campaign which will be organized on 4th of June and in this way give their contribution to the process of our country's accession to the E.U," said Minister Dulić.
The winner of "Best European 2010" award in the field of culture of living and improvement of environment, Minister Oliver Dulić was born on January 21, 1975 in Belgrade. After graduating from the Faculty of Medicine of the University of Belgrade and completing a post-graduate specialization in orthopedic surgery, he entered political life of Serbia. In March 2001, he was appointed as Head of North Backa County by the Government of the Republic of Serbia. He was elected as Member of Parliament in two legislatures, in the National Assembly of the Republic of Serbia and in the Assembly of the State Union of Serbia and Montenegro, where he served as the Chairman of the Committee on European Integration. On 23 May 2007 Oliver Dulić was elected Speaker of the National Assembly of the Republic of Serbia. Currently Mr Dulić is the Minister of Environment, Mining and Spatial Planning.
At the very beginning of his ministerial mandate, Dulić was elected the President of the UNEP (United Nations Environment Programme) Governing Council that consists of environment ministers from 140 world's countries. This is the only EU institution where Serbia had a chance to be the presiding country in the last several decades. Minister Dulić was the President of the UNEP for two years. During his presidency the process of reforming the international environmental management has been launched and the "green economy" concept has been promoted as the solution for the world economic crisis.
The Minister considers completion of tasks related to the EU accession process as the highest priority. The Ministry of Environment, Mining and Spatial Planning has so far realized all plans concerning the adoption of regulations in accordance with the National Programme for Integration of RS in the EU (NPI). The importance of this task is supported by the fact that one third of regulations that need to be harmonized with EU legislation are related to the environmental issues.
The results of Dulić's actions are verified by research conducted by the Center for Free Elections and Democracy, which shows that the citizens' awareness on the environmental issues has been improved, more than 50% of illegal landfills and dumping sites were cleaned up and the scope of regulated waste management services increased for 70% in just one year. The ecology tax for electrical and electronic waste was introduced and the eco-label has been designed. This label will be put on all environmentally friendly products. The Minister initiated new projects in order to solve problems caused by special waste streams: tires, paper, plastics, metal, glass, car batteries, plastic bags, batteries and electrical and electronic waste.
He helped establish the National Parks and Protected Areas Association and initiated the process of establishing the European network of protected areas, Natura 2000. At the same time he announced that the protected areas in Serbia will be expanded and also the possible new protected areas will be designated. Dulić also initiated a campaign to remove illegally constructed buildings in the protected areas.
