International cooperation

Department for EU Integration, International Cooperation and Project Management of the Ministry of Environment, Mining and Spatial Planning performs professional, administrative and operational tasks. These, among other things, include: 

  • coordinating the tasks and drafting the documents necessary for the negotiation process in relation to the WTO accession, including the documents related to the goods and services of the particular importance for the environmental protection;
  • coordinating the tasks in relation to the EU accession process within the Ministry;
  • coordinating the drafting of the national version of the EU aquis in relation to the competencies of the Ministry - providing the information on opportunities to use the Instrument for Pre-Accession Assistance (a funding mechanism of the European Union), as well as initiating and monitoring the projects related to the EU technical and financial assistance;
  • maintaining up-to-date knowledge and reporting on the EU environmental policy;
  • maintaining up-to-date knowledge and analyzing international legal instruments and EU policies; coordination and preparation for the ratification or joining the international treaties related to the spatial and urban planning;
  • drafting, harmonizing and signing the treaties, agreements, programmes and protocols on cooperation;
  • identifying priorities, forms, content and modalities of international cooperation, as well as carrying out monitoring of their implementation;
  • initiating and coordinating the activities related to the identification of environmental needs and priorities that are eligible for international assistance programmes;
  • initiating and coordinating the activities related to the identification of needs in the sector of urban and spatial planning that are eligible for international assistance programmes;
  • identifying needs and priorities and securing the international assistance;
  • keeping up with the international policies related to environment, spatial and urban planning, as well as proposing measures and activities for the harmonization of the national priorities and accessing the international cooperation;
  • coordinating the preparation of the position of the Ministry's representatives at the international meetings, as well as the meetings of the Parties to the multilateral agreements on environment and spatial and urban planning;
  • coordinating the activities in relation to the organization and monitoring of the development and implementation of projects within the Ministry's competencies concerning the environment and spatial and urban planning;
  • cooperation with the organizational units within the Ministry, as well as the representatives of state administration and local government units, civil society, industry, chambers of commerce and other business associations, entrepreneur associations, employers' organizations, as well as other agencies and organizations, in the processes of preparation and implementation of relevant projects, strategies, plans and programmes;
  • programming, technical implementation and monitoring of the projects funded by the EU (IPA: national and multi-beneficiary programmes) and international aid programs (Norwegian People's Aid, Japan's aid program, aid programs provided by South Korea, Holland (G2G), Czech Republic, Sweden (SIDA), UNDP, the World Bank, REC);
  • coordinating the implementation of the UN Framework Convention on Climate Change and its protocols;
  • cooperation with the United Nations Climate Change Secretariat in order to meet agreed commitments and targets;
  • cooperation with other state agencies and institutions to meet the agreed commitments and targets arising from the membership in the UN Framework Convention on Climate Change (UNFCCC) and its protocols;
  • promoting the UN Framework Convention on Climate Change (UNFCCC) and its protocols;
  • approving and monitoring the projects implemented within the framework of the UNFCCC protocol mechanisms;
  • cooperation with relevant international and regional organizations;
  • preparing the position of the Ministry representatives at the relevant meetings and UNFCCC Conference of the Parties;
  • coordinating the preparation of negotiating positions on climate change issues;
  • coordinating the drafting of strategic documents in relation to climate change;
  • Performing other duties as required or assigned within the scope of the Sector's competencies.
