Information on official visit of the representatives of the Republic of Serbia to institutions responsible for dealing with EU Emission Trading Scheme in the Federal Republic of Germany, September 2011.

Federal Ministry for the Environment, Nature Conservation and Nuclear Safety of the Federal Republic of Germany in cooperation with German Organization for International Cooperation financially, logistically and technically supported an official visit to German institutions responsible for dealing with EU Emission Trading Scheme. Visit was organized by the Ministry of Environment, Mining and Spatial Planning (MEMSP) during the period from 5 - 9 September 2011. Representatives of the Republic of Serbia were from MEMSP, Ministry of Infrastructure and Energy, PE EPS, cement plants Titan and Lafarge, Faculty of Mechanical Engineering and JAT Airways.

Project „Capacity Development Project on Nationally Appropriate Mitigation Actions (NAMAs)" is one of the activities of Ministry of Environment, Mining and Spatial Planning in climate change field. Project will be realized in cooperation and with financial support of Government of Japan, and main partners for the project implementation are Ministry of Infrastructure and Energy and Serbian Energy Efficiency Agency.

Seminar: „Importance of NAMAs: Japan's Experience and Challenges", held in Palace Serbia, was organized by the Ministry of Environment and Spatial Planning of Republic of Serbia and Japan International Cooperation Agency. This seminar is one of the activities under the project: Capacity Development Project on Nationally Appropriate Mitigation Actions - NAMAs whose realization initiated the institutions organizers of the seminar.

Project „Capacity Development Project on Nationally Appropriate Mitigation Actions (NAMAs)” has started

Ministry of Environment and Spatial Planning in cooperation and with financial support of Japan International Cooperation Agency (JICA) has initiated development of project „Capacity Development Project on Nationally Appropriate Mitigation Actions (NAMAs)". Project activities were defined in June 2010 and agreement on Cooperation (Record of discussions) between the Ministry and JICA regarding this project was signed in August 2010.

Preparation of national communications is one of the most important obligations of non-Annex I Parties to the United Nations Framework Convention on Climate Change. National communications (reports) are strategic documents that provide information about status of implementation of the Convention as well as actions and efforts each country undertakes to contribute to combat climate change.

Information on participation in the seminar „Current status of CDM projects - CDM Executive Board perspectives", Japan

Head of Climate Change Unit in the Ministry of Environment and Spatial Planning of the Republic of Serbia, Danijela Božanić, was invited by Ministry of Environment and the Oversees Environmental Cooperation Center of Japan to  participate as a lecturer on the seminar „Current status of CDM projects - CDM Executive Board perspectives", which took place on 12th of March 2010, in Tokio, Japan.

The seminar was organized with main aim of presenting the CDM Executive Board perspectives, as well as possibilities of CDM projects implementation in Central and Easteuropean region, including Republic of Serbia, to the governmental and industry representatives of Japan.

The participation of  the representative from the  Ministry of Environment and Spatial Planning of the Republic of Serbia has great importance for country promotion, considering the fact, that Ms. Danijela Božanic is the only representative of governmental institutions out of Japan which will have presentation on above mentioned seminar.

At the same time, participation in this seminar presents significant promotion and confirmation of the efforts that Ministry of Environment and Spatial Planning of the Republic of Serbia is making in climate change field, as well as promotion of potentials of Republic of Serbia for  CDM projects implementation on international level.

Information on the project Feasibility study: "Efficient ways for GHG emissions reduction under the post-Kyoto framework"

Government of Spain, has approved financial support for development of project Feasibility study:"Efficient ways for GHG emissions reduction under the post-Kyoto framework" proposed by Ministry of Environment and Spatial Planning.

The project objective is preparation of a comprehensive national mitigation programme, through upgrading GHG future trends projections for all relevant sectors (energy, transport, agriculture, waste and forestry) for the period until 2020, elaboration of GHG mitigation possibilities, assessment of costs for different options for GHG reduction, as well as elaboration of overall reduction potential within the country based on different factors.

Government of Spain, announced Call for expression of interest for companies interested in project implementation (from 27. January till 19 February), and selection of the companies is currently in the procedure, in cooperation with Ministry of Environment and Spatial Planning of the Republic of Serbia.

Project Feasibility study: "Efficient ways for GHG emissions reduction under the post-Kyoto framework" presents one more activity and efforts made by the Ministry of Environment and Spatial Planning of the Republic of Serbia, towards building and strengthening of the country's capacities in the process of EU integration.

Information on signing of Annex VIII of the Memorandum of understanding on the environmental protection cooperation, between the Ministry of Environment and Spatial Planning of the Republic of Serbia and the Ministry for the Environment, Land and Sea of the Republic of Italy

Annex VIII of the Memorandum of understanding on the environmental protection cooperation, between the Ministry of Environment and Spatial Planning of the Republic of Serbia and the Ministry for the Environment, Land and Sea of the Republic of Italy has been signed on 18th of December 2010 in Copenhagen.

Annex VIII defines number of activities which should be done in cooperation with the Ministry for the Environment, Land and Sea of the Republic of Italy, aiming at improvement of the environmental state in the Republic of Serbia. In climate change field, Annex VIII determines, among other, the assistance of the Italian Ministry in harmonization of national with EU legislation, as well as support for the Designated National Authority of the Republic of Serbia (DNA), established under the Clean Development Mechanism (CDM) of the Kyoto Protocol, through strengthening of administrative and technical capacity.

At the same time, recognizing the importance of local communities for efficient implementation of CDM project,  Ministry of Environment and Spatial Planning of the Republic of Serbia has defined capacity strengthening of local community representatives, as one of the most important activities of Annex VIII. This refers on, above all, capacity strengthening for the preparation of project ideas and project documentation within CDM projects.

Annex VIII ensures continuity of cooperation on the implementation of CDM project which has been initiated by realization of activities defined in Annex VII. These activities are related to identification of potential CDM project and co-financing of Project Design Documents (PDDs) preparation for the selected projects. So far Ministry of Environment and Spatial Planning of the Republic of Serbia has signed contracts with 4 Italian companies, for the preparation of Project Design Documents for following projects:

1. POWER AND HEAT PRODUCTION FROM WOOD BIOMASS

2. ENERGY EFFICIENCY MEASURES IN HIPOL A.D. FACTORY

3. AFFORESTATION OF BARE SOILS IN CENTRAL SERBIA

4. AWMS METHANE RECOVERY PROJECT, PIK - BECEJ

Implementation of these projects will contribute to the GHG emission reduction and, at the same time, will provide possibility for the use of modern and energy efficient technologies under the favorable conditions.
